Communities Must Be Able to Experience the Benefits of Implementing an Electronic-Based Government System

The implementation of the Bandung City Electronic-Based Government System (SPBE) needs to be directly felt by the people of Bandung City.

This was emphasized by the Regional Secretary for the City of Bandung, Ema Sumarna when opening the SPBE monitoring and evaluation at the Rosada Auditorium, Wednesday 29 March 2023.

"In carrying out SPBE monitoring and evaluation, don't just chase scores. The most important thing is that we pursue implementation. The measure must be felt by the community," said Ema.

According to him, the mindset that must be formed is to seek community satisfaction, not the mindset of chasing scores.

"The score is a bonus, but the implementation felt by the community is the main thing," he said.

For this reason, Ema encourages all regional apparatus to integrate various data and services to make it easier for the community.

Currently, the Bandung City Government already has a super app called Bandung Sadayana which integrates various public services for the community.

"There is already a Bandung Sadayana application. Here there are permits, labor, remuneration, and reports. People who want to access information already have it, just click. Please download Bandung Sadayana," he said

In addition, the City Government is working on the BSM+ application. In BSM+ contains data on taxpayers, population, and information on basic needs that the community needs. The initial regulation regarding BSM+ will be made in March this year.

"If the data is integrated, the community will easily access various public services quickly and easily," he said.

Meanwhile, the Head of Bandung City Diskominfo, Yayan A. Brilyana explained, currently the Bandung City SPBE level is in the Very Good category.

In the 2023 Evaluation, Yayan targets the Bandung City SPBE score to rise to the Satisfactory category.

"In 2022 the city of Bandung gets a score of 3.61 with our friends in the very good category. Hopefully this year we will be encouraged by all parties to target a satisfactory index," he said.

According to him, in order to reach a satisfactory level, there are several things that must be improved from four domains, seven aspects and 47 indicators.

"Because SPBE is mainly a service, the portion of the assessment is 50 percent. Things that must be improved are the management domain, the governance domain, and the policy domain," he said. (rob)**
