“Being an official is a mandate that must be accounted for, namely by working professionally and with integrity. Moreover, the performance of these officials is part of the performance of the Bandung City Government, so the duties and authorities carried out must be carried out wholeheartedly," Yana said during the Inauguration of the Bandung City Government Functional Positions at Bandung City Hall, Thursday, December 30, 2021.

According to him, functional officials have specific tasks that require certain skills.

“Functional officials, their duties are specific and require certain skills. He is required to undergo a profession that supports the performance of the work unit in serving the community," he said.

He said the position was formed because there are relatively many types of services that are specialized and require standardized competencies.

This is to meet the expectations of service providers and people in need.

“This appointment certainly has big consequences and responsibilities. But don't see it as a burden or obstacle that will hinder your career," he said.

“Being a functional official is actually an opportunity to show one's true potential. Work according to interests, talents and skills so that daily activities will be filled with high commitment and integrity," he added.

Yana emphasized that the position she carried must prioritize excellent public services for the community.

"Always prioritizing public services above personal or group interests," he said.

He advised appointed officials to continue to improve education according to the standards required in functional positions.

"In the era of bureaucracy 4.0, an official is required to master technology. Quick to adapt to changes and ready to run fast,” said Yana.

In the same place, the Head of the Bandung City Personnel and Human Resources Development Agency (BKPSDM), Adi Junjunan Mustafa explained, the inauguration was in accordance with central government regulations.

"The basis is Permenpan RB number 17 of 2021 to simplify the bureaucracy. After simplification, then the equalization of positions. Basically, there are regulations to simplify positions,” said Adi.

Regarding the duties of functional officials, he revealed, those currently holding structural positions, especially echelon IV in the Bandung City Government, were appointed as Functional Officers.

“Right now, the echelon IV structures, especially the Bandung City Government, are called supervisors, they are appointed to be functional. So those who are appointed are given the task of coordinating. They still hold additional managerial duties," he said.

Adi hopes that the simplification of the bureaucracy will produce good results. So that public services are more agile and maximal.
