Bandung City Government and West Java Provincial Government Discuss Main Issues in the Bandung Basin Area

As a follow-up to the previous meeting, the Bandung Basin Urban Area Management Agency (BPKP) met with the Mayor of Bandung, Yana Mulyana at Bandung City Hall, Wednesday, August 24, 2022.

BPKP is tasked with being the coordinator for solving crucial problems in the Greater Bandung agglomeration which includes Cimahi City, Bandung City, Bandung Regency, West Bandung Regency and Sumedang Regency.

Regional Assistant (Asda) for the Economy and Development of the Regional Secretariat (Setda) of West Java Province as Plt. Head of the Bandung Basin Management Agency, Taufiq Budi Santoso, said the agreement was stated in the signing of a joint commitment with four main issues, namely spatial management, water resources, transportation and solid waste.

"In carrying out its functions, the Bandung Basin Urban Area Management Agency applies five implementation methods. Among them are facilitation for optimizing management and synergizing roles in service, acceleration in realizing development plans, helping to solve obstacles in the implementation of activities," he said.

The Bandung Basin Urban Area Management Agency also provides recommendations for consideration for regional heads. The Bandung Basin Urban Area is a National Strategic Area (KSN).

The West Java Provincial Government stipulates the establishment of a management institution in West Java Governor Regulation Number 86 of 2020 concerning the Bandung Basin Urban Area Management Agency.

"One of the focuses of the handling of the Bandung Basin Urban Area Management Agency is spatial planning. The dominant problem that occurs in urban areas is influenced by the not yet optimal implementation of space utilization control," he said.

He said incomplete handling in terms of responding to development activities that are not in accordance with land use, or land conversion has implications for increasing the incidence of floods and landslides, waste and environmental pollution, congestion, and an increase in the number of critical lands.

"The performance of the spatial utilization control function in the area is not optimal due to many obstacles, so that the purpose of spatial planning for the Bandung Basin Urban Area has not been achieved, so collaboration between regions is important," he said.

Taufiq said, BPKP is working on 479 programs that have been set since 2018. However, progress is still below 40 percent.

"This is a challenge, so that all programs can be implemented properly," he said.

"In the near future, BPKP is working on Bus Rapid Transit, then railways in the Bandung Basin urban area, then there is PAM Sinumbra and several other infrastructures," he added.

Responding to this, the Mayor of Bandung said, the Bandung City Government fully supports BPKP's performance in accelerating various problem solving in urban areas of the Bandung Basin.

"We concentrate on these four areas, we can progress to be able to accelerate the various programs that have been submitted by BPKP," said Yana.

Yana revealed, Bandung City is the core city in the implementation of the Bandung Basin strategic project.

He hopes that the integration will run smoothly starting from spatial planning, transportation, water resources and solid waste.

"Transportation across regions, water management across regions, and others. We will integrate them so that it is clear who will do what," he said.

To note, the Bandung Basin Urban Area is a National Strategic Area (KSN) from the point of view of economic importance which is determined based on Presidential Regulation no. 45 of 2018 concerning the Spatial Plan for the Bandung Basin Urban Area.

The purpose of spatial planning for the Bandung Basin Urban Area is to create a world-class Urban Area as a cultural center, a tourism center, as well as a center for service activities and the national creative economy, based on higher education and high-tech industries that are competitive and environmentally friendly.
