Bandung City Government Prioritizes Category II Honorary So P3K

The City Government (Pemkot) of Bandung is preparing to appoint Government Employees with a Work Agreement (PPPK or P3K) from category II (K2) honorary workers.

K2 honorary workers are honorary workers who have passed government data collection in 2010 and should have been appointed through the PPPK selection in 2018-2019. However, until now there are still a number of K2 honorary staff who have not been appointed as ASN.

The head of the Bandung City BKPSDM, Adi Junjunan Mustafa said, based on PP No. 49 of 2018, five years after PP 49 was issued, in the government environment, ASN work should no longer be carried out by other than ASN.

"This means that it is only allowed for ASN and PPPK. It is also stated that it is not permissible for the civil service supervisor (PPK) to inaugurate or appoint non-ASN employees," Adi said, Wednesday, September 28, 2022.

He explained, through a circular from the Menpan RB earlier this year in May, the deadline for this PP was until 2023. So, since then the Bandung City Government has begun to map the number of non-ASN in Bandung City.

"It has also been mapped how many non-ASN are doing ASN work. The number of non-ASN working non-ASN work. And the number of non-ASN who have joined in outsourcing," he explained.

Then, he added, recently a new circular letter from the Menpan RB has appeared. The central government asks local governments to re-collect all non-ASN data.

"Including the data on honorary staff who are likely to become PPPK with various criteria. One of them, if he has worked in the government until December 2021," he explained.

The honorary workers were also proven to have received work orders from their organizational units. However, he admitted that not all honorary staff could be appointed as PPPK. Most likely honorary K2 will be a priority.

"In the field it is also circulating, if the honorary workers who have collected data will immediately be appointed as PPPK. The news is not true," he said.

"Because being a PPPK, you have to test first. It's just as difficult to become a civil servant. Although the difference is that PPPK is already technical," he continued.

From the data collection, if it is appropriate, then it is inputted by BKPSDM from the NIK. After inputting, the data is returned to the regional apparatus. The non-ASN employees also re-completed the attachments.

"There are concerns in the field that if someone has never worked but the file is there, it is very unlikely that this will happen because the checking and rechecking process is like this," he admitted.

Until now, data on honorary workers that have been submitted from all regional apparatuses amounted to more than 4,000 people.

"Now non-ASN friends are in the process of getting attachments. The deadline is September 30," he said.

This is because the number of quotas per region is determined by the Kemenpan RB," he added.

Adi said that the non-ASN staff who were prioritized for the appointment of PPPK this time were honorary staff in the fields of education and health.

"Although other fields also get a portion. Even if it is not included in the data collection to be able to become an ASN, the pattern model will go into outsourcing," he said.

The PPPK will also be evaluated annually. Even though they have been contracted for five years, if in the first year their performance is not good, they can be subject to disciplinary punishment.
