Evaluation of SAKIP, Bandung City Government Focuses on Benefit

One of them is by fixing cascading, namely the process of elaborating and aligning Strategic Goals (SS), Key Performance Indicators (KPI), and/or KPI targets vertically from a higher unit/employee level to a lower unit/employee level.

In this evaluation, the Mayor of Bandung, Yana Mulyana said, SAKIP is a work culture that reflects the performance of the Bandung City Government. So that all indicators and strategies must be planned and clear.

"Our performance must be measurable. The Bandung City Government's macro planning is translated into micro sections in each OPD, in this case it means all staff," said Yana.

He hoped that the Bandung City Government SAKIP could be better. Previously, the Bandung City Government received the results of the 2020 SAKIP and Bureaucratic Reform (RB) evaluation from the Kemenpan RB with satisfactory results (BB).

"We hope that our SAKIP value will increase. We have been a reference for other regions. Now our efforts are to improve the value of SAKIP by changing our work culture for the better," he explained.

The Secretary of the City of Bandung, Ema Sumarna also conveyed the same thing. He emphasized that cascading in the evaluation of SAKIP should aim at beneficial outcomes.

According to him, the formulation and objectives of the OPD targets are only limited to output, not yet reached the outcome. So it can only be seen from the program that is made based on the budget, it has not yet reached the usefulness value.

"It could be that later OPDs whose budgets are still remaining, but the indicators of the benefits are good, are better than the 95 percent used up, but the value of the benefits is small," said Ema.

Some of the areas that are the focus of the evaluation include education, labor, territory, environment, and CSR.

Meanwhile, the Head of the Bandung City Manpower Service (Disnaker), Andri Darusman explained, with the increase in job seekers who work, of course it will reduce the unemployment rate in the city of Bandung.

One of them is by improving the quality of workforce planning. Because, with good workforce planning, you can find out the job and skill competencies that are currently needed in the job market.

"So that the Manpower Office can formulate policies and strategies in implementing sustainable and targeted employment development programs," said Andri.

He added that the Manpower Office must also improve the competence of workers with training and competency tests so that job seekers can get certificates of expertise.

"With the increase in certified workers, it will increase job seekers who work in accordance with the competencies needed in the job market," he added. (din)**
