Disabilities are Involved in Various Sustainable Development Regulations in the City of Bandung

The Bandung City Government (Pemkot) continues to strive to provide protection and fulfillment of the rights of people with disabilities. Based on Integrated Social Welfare Data (DTKS) in 2023, there are 6,062 people with disabilities in Bandung City. Therefore, various regulations and policies were formed together with the disabled community.

In commemorating International Disability Day, Head of the Bandung City Social Service (Dinsos) Sony Bakhtiyar said that the main focus of this commemoration was aimed at sustainable development of sustainable development goals (SDGs) which are the shared aspirations of the entire global community.

"The Bandung City Government wants to achieve the goal of sustainable development together by providing encouragement to actively and collaboratively involve people with disabilities in the process," said Sony, Saturday 9 December 2023 at the Bandung City Social Services office.

He explained that in the educational aspect there is Bandung City Regional Regulation number 2 of 2018 concerning the management and administration of education. Friends with disabilities have the right to receive compulsory education for 9 years. As well as getting priority in accepting new students through the affirmation route.

"Then in the health aspect there is Regional Regulation number 1 of 2020. They have the right to receive disability-friendly health services and health insurance through the UHC program," he said.

As for the infrastructure aspect, the Bandung City Government has also drafted Regional Regulation number 14 of 2018 concerning facilities and infrastructure for buildings and places of worship that must be disabled and elderly friendly.

Then, for the employment aspect, as part of the protection and fulfillment of the rights of persons with disabilities, every entrepreneur is required to employ a minimum of 1 percent of the workers or laborers employed by the company with disabilities. This is stated in Regional Regulation number 4 of 2018.

"Meanwhile in the social aspect, the City of Bandung also provides social welfare for people with disabilities which includes social rehabilitation, social security, social protection and social empowerment. This is stated in Regional Regulation number 15 of 2015," he explained.

Then, in 2019, to further strengthen the protection and fulfillment of the rights of people with disabilities, the Bandung City Government also issued Regional Regulation number 15 of 2019.

Efforts to treat people with disabilities are always provided by the Social Service. One of them is the case experienced by Yanti, a 40 year old disabled person.

Assistance provided by social workers includes accessibility of health services which were interrupted. When accessing the IQ examination health service, it was discovered that Yanti had mental retardation.

"Social guidance was also provided to the family and community who at that time were confused about dealing with Yanti. Currently the community has accepted and provided access to services to Yanti and her family," explained Sony.

In handling and fulfilling the rights of people with disabilities, the Bandung City Government also collaborates with various parties from the business world, academia, the community and the media.

Meanwhile, Chair of RBM Bandung City, Linda Nurani Hapsah, said that this activity is a moment of all the struggles that have been carried out to provide easy assistance so that people with disabilities have equal rights to life.

"They all have the right to have the same right to fight. Social Services and other related agencies have made very good steps and breakthroughs, so that we have reached the peak of the commemoration of International Day of Persons with Disabilities with an extraordinary theme," said Linda.

According to him, even though people with disabilities have shortcomings, God has entrusted them with advantages. This is the role of society to help their strengths come to the surface, so that they all have the right to conquer the world.

"I was very moved to see how these disabled children struggle to be able to prove themselves that they are also capable and can fight like us," he said.

In commemoration of International Day of Persons with Disabilities, there are a series of events including a job fair, art performances for people with disabilities, awards and providing assistance.

The assistance provided was in the form of 30 units of prosthetic hands and wheelchairs, 10 units of tripods, 4 units of prosthetic legs, 15 units of white canes, and 2 units of hearing aids.

There was also the distribution of 460 basic food packages, 38 units of Al Quran, population administration services by Disdukcapil and health services, free counseling from psychologists, speech therapy and disability service units. (din)**
