Head of the Bandung City Communications and Information Office (Diskominfo), Yayan Ahmad Brilyana, said that technology cannot be separated from people's lives. Moreover, the city of Bandung is known as a city of services and education and 80 percent of its citizens are active internet users.

With the internet, Yayan explained, activities in all fields are helped, but on the other hand there is the danger of hackers in the cyber world who threaten security.

"The presence of this CSIRT is a preventive and proactive measure in recovery and handling. Because there are parties who have bad intentions. Therefore, we must be ready and have a stronghold or strength to ward off this," Yayan explained at the launch of Bandung City CSIRT at Balai Bandung City, Wednesday 15 December 2021.

Yayan hopes that CSIRT can anticipate problems that will occur and oversee the development of information technology in the city of Bandung so that it runs safely, effectively and efficiently.

Meanwhile, Head of Security and Information at the West Java Province Communication and Information Office, Tiomaida Seviana, said that the presence of CSIRT was a directive from President Joko Widodo.

CSIRT provides cybersecurity that also includes the protection of personal data. So cooperation in the cyber field is a must.

"In West Java, the existence of CSIRT is to support West Java as a digital province. Because cyber incidents often occur anywhere. Data from the Disdukcapil, Polri and even are hacked. This makes us have to increase cyber strength and collaboration between us," he said.

He revealed, cyber attacks in West Java increased in the second quarter of 2020 when the Covid 19 pandemic began in Indonesia until the first quarter of 2021.

"But after the implementation of a period of large-scale social restrictions and adaptation of new habits, these cyber attacks have increased dramatically," he said.

Tiomaida said that with the attack on government sites, the president made two projects, namely the National Security Operation Center (NSOC) Security Operation Center (SOC) and the establishment of the Computer Security Incident Response Team (CSIRT) as set out in PP No. 85 of 2021 on Government Work Plans. 2022.

"This project is present in an effort to strengthen cyber security and resilience and support digital transformation. So we need cyber security," he said.

The increasing number of cyber threats is driven by the increasing intensity of internet use, global connectivity and cloud services to store sensitive data and personal information.

Poor configuration of hardware and software coupled with increasingly shrewd cyber criminals, is a risk that organizations must anticipate. This has an impact on the importance of implementing cyber security in organizations.

"Currently, West Java Province is included in 10 provinces selected as pilot projects or targets for the National Priority RKP for the Establishment of the CSIRT in 2020," he said.

The city of Bandung is a district or the second city in West Java that forms the CSIRT.

"We are collaborating with the center, communities, Diskominfo in districts, cities and academia in the context of dealing with and recovering from this cybersecurity incident," he explained.

Meanwhile, the Director of Countermeasures and Recovery for the Government of the National Cyber ​​and Crypto Agency (BSSN), Hasto Prastowo, admitted that he really appreciated the presence of CSIRT in the city of Bandung.

"Data is a new type of nation's wealth and is more valuable than oil, so in the field of defense and security, we must be responsive and ready to face cyber wars," he said.

Hasto explained that traffic anomalies or cyber attacks in 2021 from January to November reached 1,314,027,929 under the categories of malware, trojan activity and information leak.

"In addition, cyber attacks can also be social in nature by means of black propaganda, point and shriek, information flooding, raiding and polarization," he said.

He said, BSSN has made a CSIRT program for the government, starting from assistance in the formation, capacity building to CSIRT maturity.

"We will form an integrated national CSIRT, so that there are cyber attacks, we can unite to solve them through collaboration, because this cyber problem cannot be handled alone," he said. (tiwi)*
