Targeting Fourfold WTP, the Bandung City Government Submitted Unaudited Financial Statements to the Audit Board (BPK)

For the third year in a row, the City of Bandung has won an Unqualified Opinion (WTP) from the Supreme Audit Agency of the Republic of Indonesia (BPK RI). This year, the Bandung City Government is targeting to achieve WTP again by being disciplined in submitting unaudited financial reports to the BPK RI representatives of West Java on Tuesday, March 22, 2022.

For three consecutive years, Bandung City has been awarded Wajar Tanpa Pengecualian (WTP) which simply translates to Reasonably without Exceptions by the Audit Board of the Republic of Indonesia (BPK RI). This year, Bandung City also aims at receiving WTP by disciplinarily submitting unaudited financial statements to the West Java representative of BPK RI, Tuesday, 22 March 2022.

In the submission, the Acting Mayor of Bandung City, Yana Mulyana, stated that should BPK find any mismatch in the evaluation of the financial statements of the Bandung City Government, he was ready to take responsibility for it.

“I believe that communication is one of the ways to address issues. So, if there are any findings (mismatch) in the statements, the Bandung City Government intends to address them. So, we can take responsibility for what we have stated,” Yana said.

Yana hoped that the result of the evaluation would meet everybody’s expectation, that is, consecutively fourfold WTP.

“Hopefully, the statements are well received. Hopefully, we can go through the next progress well and it meets our expectation: WTP,” he said.

According to the Head Representative of BPK RI Jabar, Agus Khotib, the evaluation did not intend to look for ‘correct’ but ‘reasonable’.

“In the evaluation of the financial statements, we will tolerate mismatch up to 5%. Thus, we only use the term ‘reasonable’, not ‘correct’,” Agus said.

In the 2021 evaluation, BPK will evaluate seven statements of the Bandung City Government, along with several accountability reports as attachments from several respective agencies.

“Our legal foundations are Law No. 15 of 2004 on Evaluation of National Financial Management and Liability and Law No. 15 of 2006 on BPK,” he said.

In the meeting, Agus also said that the revenue of Bandung City increased from Rp5,6 trillion to Rp5,8 trillion in 2021.

Furthermore, Tindak Lanjut Hasil Pengawasan/Pemeriksaan (TLHP) recommended by BPK had been adjusted by the Bandung City Government with congruity of 78,82% per semester II 2021.

“Our standard is at 75%. Looking at the results, Bandung City is already above the standard specified by BPK. However, we hope Bandung City can reach 85% in the next evaluation,” he said.

BPK plans to evaluate the Bandung City Government’s financial statements in detail from 23 March – to 30 April 2022. Then, LHP will be made on 10 – 18 May 2022. Within that time, the Bandung City Government will be asked for actional plans over the BPK’s recommendation concept. (din)*
