Streamlining Bureaucracy, the Bandung City Government Officially Appointed 28 Functional Officials

As a means to provide the best services, the Bandung City Government officially appointed several functional departments. Some of them are: health, education, planning, to CPNS as the first appointments.

The appointment was directly attended by the Acting Mayor of Bandung City, Yana Mulyana, the Regional Secretary (Sekda) of Bandung City, Ema Sumarna, and the Head of BKPSDM, Adi Djundjunan.

“This is to guarantee punctuality, place, time, and services for the public,” said Yana in the City Hall of Bandung City, Monday, 11 April 2022.

He said that hierarchal and specialization arrangement is the centre of bureaucracy. If hierarchy is an authority or positional level, then specialization is specific skills that must be mastered by the bureaucracy executor.

“The Government is arranging for streamlining hierarchy by reducing structural positions and adding functional ones. Including strengthening specialization or skills,” he said.

He believed that this was to promote efficiency while still focusing on task implementation effectivity.

So, governmental bureaucracy is expected to be more professional and public-satisfaction oriented.

Yana said that functional officials are those with specialized skills. Those skills must be implemented in their work.

“Functional officials must also contribute in bureaucracy performance as whole in increasing people’s prosperity,” Yana said.

In the event, Yana officially appointed 28 functional officials of education, health, and other departments.

21 people of them were the first appointed ones from CPNS (simply translates to Civil Servant Candidates) formations. Whereas for other Civil Servants, there were 2 re-appointment of functional officials and 5 officials appointed from positional displacement. (yan)**
