Bandung City Government Will Review Workload Analysis of 18 Thousand Non-ASN Employees

Responding to a circular letter from the Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) regarding the elimination of honorary workers in 2023, the Mayor of Bandung, Yana Mulyana said, the Bandung City Government (Pemkot) will analyze the workload for 18,000 non-ASN employees.

He hopes that whatever the results of the analysis which will later become the Bandung City Government's policy will not interfere with public services.

"It is hoped that the output of the decision produced by the Bandung City Government will not interfere with public services to the community. Therefore, we will examine the total workload of these non-ASN first," Yana said on Tuesday, June 7, 2022 when met at the Bandung City Hall.

Similar to Yana, Head of the Agency for Personnel and Human Resources Development (BKPSDM), Adi Junjunan Mustafa explained, there are several steps taken by the Bandung City Government in mapping the number of non-ASN in Bandung City.

"The number of our non-ASN is 18,000. From here we map out the positions that should be done by ASN, but currently held by non-ASN there are 7,900 people. Then, 1,500 people fill outsourced jobs, and 8,800 clerical jobs. people," explained Adi.

He added, especially for 7,900 non-ASN performance must be re-checked. This is to determine the suitability of the needs of workload analysis in the Bandung City Government.

"We have to do this gradually because we deal with people. They must have desires and hopes. As for clerical, it is very possible for them to be transferred to outsourcing. But we still have to look at the budget first," he said.

Adi also hopes that Bandung City's human resources (HR) must be productive, effective, and efficient. Especially for Civil Servants (PNS).

"It could be that these civil servants feel their workload is light because many are helping from non-ASN. In fact, the mayor's attention to our civil servants is high. In return, civil servants must also work harder," he said.

To streamline the number of non-ASN workers, Adi added, his party will collaborate with the Bandung City Manpower Service (Disnaker) as an outsourcing provider.

"The efficiency is indeed fewer people, but more productive. We will also collaborate with the Manpower Office. As for the service bureaus, there needs to be education first," he continued. (din)*
