Bandung City ASN Must Beware of Gratification and Conflict of Interest

All State Civil Apparatus (ASN) of the City Government (Pemkot) to be aware of the gap in gratification. The reason is, gratification can drag ASN into the realm of law.

"Gratification is the root of corruption and a source of conflict of interest.
We already have a regulation regarding the management of gratifications," said the Regional Secretary (Sekda) of the City of Bandung, Ema Sumarna at the Gratification and Conflict of Interest Socialization event at the Bandung City Government, Tuesday, October 11, 2022.

"Don't let it become an heirloom decoration. It must be understood properly and we read it," he added.

According to him, one of the efforts to prevent gratification can be through the Monitoring Center for Prevention (MCP).

MCP is an application or dashboard developed by the Corruption Eradication Commission to monitor the performance achievements of corruption prevention programs, through improving governance carried out by local governments throughout Indonesia.

"When we talk about the MCP evaluation, it turns out that it involves all officials, institutions, and OPD. This is one of the big homeworks in the Bandung City Government, especially the Gratification Management Unit which has not run optimally," he said.

He explained that all the actions of Bandung City ASN in maintaining its integrity have been stated in Perwal number 15 of 2014 concerning gratification control.

Then, there is also Law 20 of 2001 concerning the eradication of corruption.

Ema explained, there are several things that need to be observed so that ASN does not fall into a conflict of interest. One of them pays attention to the aspect of legal certainty.

"We have to really believe that what we are doing does not violate," he said.

Then, said Ema, the aspects of transparency and fairness that show the fairness aspect of the policy makers.

Then, pay attention to the public interest. ASNs must not show partiality to certain organizations or parties.

"There should be no abuse of authority either. Aspects of 'moral character' should underlie us in acting in accordance with the code of ethics in the ASN," said Ema.

He also emphasized that ASN must implement the service process with respect, courtesy, and courtesy to anyone regardless of social status or relationship.

"This is part of the ASN code of ethics that is already in our perwal," he said. (din)**
