With a Humanist Touch, the City Government of Bandung Regulates Regol Street Vendors

The Regional Secretariat of the City of Bandung, Ema Sumarna appreciated the performance of the Regol District regional apparatus in controlling street vendors (PKL) and illegal buildings in the red zone around Regol Park.

"About 30 street vendors can be handled by the sub-district level. Illegal buildings have also been controlled. Thank God they want to follow the regulations," said Ema when visiting the location of the control, Friday, March 31, 2023.

According to him, this success is the result of a humanist approach by the regional apparatus. This means that two-way communication is going well. He hoped that something like this could become a model for all regions.

"Although it hasn't been completed yet, progress has been extraordinary. As long as we have commitment and responsibility, we can put things in order in any field," he said.

He appealed to the apparatus to maintain their authority even though the approach was taken in a humane manner. Because his strength is not shown physically, but with communication.

"The argument must be strengthened with various references. Must provide solutions also for the community. Don't let the government be labeled as just being evicted," said Ema.

Therefore, Ema suggested that the land that has been regulated should immediately be designed with a green open space (RTH) design around the riverbanks.

"The open area is maintained, so that it is not used to encroach on illegal parking and street vendors. In my opinion, the land along the river should be used as open green space. The soil should not harden, just make it so that it can become a water infiltration. Install chairs for people to rest, hang out. Lots of grass too ," said Emma.

In addition, a food court and an art stage for the community will be built on the land of former illegal buildings around Jalan Pasirluyu Jaya. The hope is that with the presence of the food court and art stage, the community will have opportunities to get a better economy.

"We will relocate street vendors to the food court. We will also prepare an art stage. We will accommodate their needs and habits. Don't let them lose their identity," he said.

Bandung City Government will raise CSR to obtain funds for the development of the land.

"The target for the month of Shawwal has all been put in order. So that we can start development faster with CSR funds," he added.

Meanwhile, Head of Regol sub-district, Sri Kurniasih said, controlling street vendors had been carried out before fasting on March 22, 2023.

"We sanctioned 30 street vendors. Apart from street vendors, we also sanctioned illegal buildings. Around 10 buildings were rented out to residents out of town," said Sri.

As for the bunkhouses that are still standing, they asked for time until after Eid.

"Thank God, the Regional Secretary has come here to directly inspect the location of the enforcement. It remains only for the architects to plan according to the leadership's directions. At first, I wanted to build a youth space and food court on the banks of the river near Taman Regol. However, the directives from the Regional Secretary, only open green space was made," he admitted.
