Acting Mayor of Bandung, Ema Sumarna instructed all sub-district heads to be proactive in developing the city of Bandung, especially in terms of peace and public order (tantibum). He conveyed this in a coordination meeting with sub-district heads at the Bandung City Hall, Monday 15 May 2023.

"This is an obligatory matter of basic services that we must provide to the community and this is in the spotlight. Don't let the city of Bandung become an auto-pilot city, as netizens say. We must answer this challenge with fast and accountable performance," said Ema.

He appealed to regional officials to go to the field to see the condition of their area. Sub-district heads also have to report regularly on their findings and ideas to the related regional apparatus organizations (OPD).

"Regional affairs that will be put forward include street vendors, waste handling, illegal parking, illegal buildings, road curbs, and drainage. That will be a regional performance measure apart from stunting, ODF. The sub-districts performance measures must be certain, don't be camouflaged," he said.

There are 10 points emphasized by Ema to the sub-district heads of Bandung City. Among them are ducting, garbage, street vendors and illegal parking, city forest lights, floods, illegal billboards, car-free days, median roads, swine flu issues, and TMB bus shelters.

"Ducting until the end of May has been completed. Later, after the end of May, we will continue to the end of Jalan Riau-Ahmad Yani. But the road sections that have been completed, don't feel it's clear, but there must be supervision," he said.

"I will issue a circular letter for all districts to carry out Clean Friday, this is mandatory. To help other OPDs clean up duct remnants," he continued.

For waste management, Ema said, 30 TPS are now operating normally from 55 TPS which were overloaded. He conveyed that the sub-district heads were able to reduce the number of household waste production.

"Yesterday, only 40 percent of RWs attended the waste socialization at Gedebage. Sub-district heads must ensure that all RWs attend. Also, inform DLKH if there is waste that has not been collected," he said.

In fact, he gave a challenge the sub-district heads so that the areas under his supervision could sort the waste in their respective homes.

In addition, street vendors and illegal parking are also things that need to be highlighted. Do not let unscrupulous elements shift government authority in controlling street vendors and illegal parking.

"The key is our patience. If we continue to check and supervise, they will also leave by themselves. The regulations must also be adjusted and emphasized," he said.

Another issue to note is flooding. Ema emphasized that there should be no more answers: "The puddles are now receding faster". The sub-district heads should be able to provide innovation so that there will be no further flooding.

He admits that pump houses are one of the solutions, but other solutions must be found that are more effective in solving the flood problem.

"The sub-district head must also provide input to the service. The mindset must be about how so that next year floods in routine areas will no longer be flooded," he said.

Illegal advertisements are also in the spotlight. Throughout 2023, the Bandung City Satpol PP has dismantled 565 illegal billboards.

"So we can maintain the aesthetic management of this city. This includes a car-free day (yes. The CFD road is only for sports. No street vendors, no animals allowed. No selling and buying stalls," he stressed.

Finally, regarding the Trans Metro Bandung (TMB) shelter that was not functioning, he ordered it to be demolished in stages.

"We change according to theme and needs. Each route has a design, follow it. Don't go out of design. We are slowly returning the image of the city of Bandung," he said. (din)**
