Bandung City Government Again Targets WTP, BPK: Already Above Standard

Acting Mayor of Bandung, Bambang Tirtoyuliono, said that this year the Bandung City Government (Pemkot) is targeting to again achieve an Unqualified Opinion (WTP) by being disciplined in submitting unaudited financial reports to the Financial Audit Agency - Republic of Indonesia (BPK-RI) representing West Java in Jalan Moh. At this handover, Bambang also expressed his hope that the financial report submitted to BPK-RI could be better than the previous year.

“I hope this year's results can be better than the previous year. "Hopefully we can get another WTP opinion," he said after the report handover session.

Meanwhile, the Head of West Java BPK-RI Representative, Sudarminto Eko Putra conveyed the obligations of the Regional Government based on Law Number 1 of 2004 concerning State Treasury Article 56 including:

1. Head of the Regional Financial Management Work Unit as the Regional Financial Management Officer prepares the Regional Government Financial Report (LKPD).

2. LKPD is submitted to the Governor/Regent/Regent in order to fulfill responsibility for implementing the APBD.

3. The LKPD is submitted by the governor/regent/mayor to the Financial Audit Agency no later than 3 (three) months after the end of the fiscal year.

"The legal basis we use here is Law No. 15 of 2004 concerning Auditing Management and Responsibility of State Finances, as well as Law No. 15 of 2006 concerning BPK," he explained.

Apart from that, Sudarminto also explained that the BPK's objectives in examining financial reports are:

1. Assess conformity with Government Accounting Standards (SAP).
2. Assess the effectiveness of SPI.
3. Assess compliance with statutory regulations.
4. Assess the adequacy of disclosure.

Based on data, the Follow-up Monitoring/Inspection Results (TLHP) recommended by the BPK has been improved by the Bandung City Government with a value of 83.09 percent as of the second semester of 2023.

"The standard is 75 percent and above, as is known, the City of Bandung is already above the standard determined by the BPK. However, we hope that the City of Bandung can reach 85 percent in the next assessment, so that what is targeted can be achieved," he added.

The plan is that the BPK will examine the Bandung City Government's financial reports in detail from the end of March to April 2024. Meanwhile, the completion of the LHP will be carried out 2 months after the unaudited financial reports are received by the BPK. (ziz)**
