BSM+ Pushes SPBE Bandung City Towards Satisfactory Level
The Bandung City Electronic-Based Government System (SPBE) obtained a score of 3.61 in the Very Good category. However, there is still much that needs to be improved to improve services and domains. In particular, this SPBE needs to be directly felt by the people of Bandung City.
This was conveyed by the Regional Secretary for the City of Bandung, Ema Sumarna at the SPBE socialization event, Monday 6 March 2023 at the Savoy Homann Hotel.
"In West Java, there are only two regions that receive this category, namely Bandung City and Sumedang Regency. But we are not chasing scores. The most important thing is that we are pursuing implementation. The measure must be felt by the community," said Ema.
According to him, even though the Bandung City Communication and Informatics Service (Diskominfo) is the "leading sector", there must be movement and mutual understanding in implementation. Not only is the task of Diskominfo.
"If everyone plays a role in the system, people's mobility for public services will go to zero because everyone can access it online. There is no need to come to the office anymore," he said.
For him, if people no longer come to the service office, it doesn't mean the service is not good. Rather, it is a good indicator.
"This could be one way for us to solve the problem of congestion in the city of Bandung because they can get their public needs online," he said.
Currently the Bandung City Government (Pemkot) is working on BSM+. In BSM+ contains data on taxpayers, population, and information on basic needs that the community needs. The initial regulation regarding BSM+ will be made in March this year.
"The ego of the sector must be suppressed. All must be committed, the service is open so that Bandung can be in hand or Bandung in one data. So they are interconnected, there are no secrets between OPDs," he explained.
He said, the mindset that must be formed is to seek customer satisfaction, not the mindset of chasing scores.
"Our orientation is not just to chase scores. Because, in my opinion, it is not relatively difficult. Much bigger, the community must feel the benefits. This must be measured," he added.
Meanwhile, the Head of Bandung City Diskominfo, Yayan A. Brilyana explained, currently the Bandung City SPBE level is in the Very Good category.
"We have a super app, namely Sadayana. We collect various applications there, ranging from occupation services, permits, want to see the position of hospital rooms, blood stock, prices of basic necessities on the market in real time, please download the application. This is the team recommended smart city. As many as 700 CCTVs we also open," said Yayan.
According to him, in order to reach a satisfactory level, there are several things that must be improved from four domains, seven aspects and 47 indicators.
"Because SPBE is mainly a service, the portion of the assessment is 50 percent. Things that must be improved are the management domain, the governance domain, and the policy domain," he said.
He added, the indicator that is still lacking is socialization. SPBE is not only local content, but international. SPBE Bandung City is ranked 11th.
"Hopefully we can get a very satisfactory title in 2023. If our services can be integrated, the community gets good service, that's a big point from all indicators. It's not impossible in my opinion," he admitted.
According to him, management must also be regulated in such a way. Even with its implementation, such as integrated data, it must be improved further. So that people can get a variety of public service information.
"Even internal services. We can find out which locations have poor people. So that the assistance we provide does not overlap," he continued. (din)*
