Bandung City UHC Reaches 99.21 Percent, City Government Ensures Easy Access to Health Services

The Bandung City Government (Pemkot) continues to encourage and support the implementation of the National Health Insurance Program-Healthy Indonesia Card (JKN-KIS) to expand Universal Health Coverage (UHC).

Bandung City Regional Secretary, Ema Sumarna, said that the Bandung City Government will continue to be committed to maintaining UHC so that the people of Bandung City have guaranteed guarantees in accessing health services.

"The Bandung City Government has been consistent with its budget carrying capacity so that it still maintains UHC by budgeting IDR 260 billion," said Ema while leading the Semester II BPJS Health Bandung City Stakeholder Forum at Bandung City Hall, Tuesday 5 December 2023.

Currently, Bandung City's JKN membership coverage has reached 99.21 percent of the population registered as JKN participants. Of this total, the total active participation of Bandung City residents reached 77.60 percent.

He also asked the Health Service together with BPJS Health Bandung Branch to continue to carry out massive UHC outreach in 151 sub-districts in Bandung City.

"Socialization regarding UHC must be massive so that there are no complaints from the public. Through the head of the Community Health Center or collaboration with Kominfo to socialize UHC which is easily accessible to the public," he said.

On that occasion, the BPJS Health guarantee for Casual Daily Workers (PHL) within the Government was discussed.

Ema said that basically all employees, both government and non-government, are required to receive health services through JKN. The party providing the job is obliged to facilitate health insurance for workers.

"If all this is understood, the consequence is that all employees, both ASN and non-ASN, are required to receive health service coverage with a 4 to 1 formula. So PHL in the Bandung City Government must be facilitated by 4 percent by the City Government as the employer," he said.

For this reason, he asked BKAD and BKPSDM to consult with the Ministry of Finance and Ministry of Health regarding BPJS for PHL. The plan is that BPJS Health guarantees for PHL will be fought for in the 2024 budget changes.

"To gain confidence, BKAD and BKPSDM consulted with the Ministry of Finance and the Ministry of Health regarding BPJS for PHL. That PHL must be part of those who have the right to receive health insurance. We are fighting for this in the 2024 APBD Amendments," he said.

Meanwhile, the Head of BPJS Health Bandung Branch, Muhammad Fakhriza expressed his thanks and appreciation for the commitment and full support from the Bandung City Government for the implementation of the JKN program, especially in maintaining UHC.

Regarding health insurance for Bandung City Government PHLs, he said that currently 2,988 PHLs have registered with the JKN program for the Wage Earning Workers (PPU) segment.

"This data comes from 9 work units in the Bandung City Government. We encourage it to continue to accelerate," he said. (rob)**
