Bandung City Government Will Increase the ASN Merit System Implementation Index 2022

In order to clear the level of the state civil apparatus (ASN) from the practice of 'back-tracking' or collusion, the City Government (Pemkot) again discussed increasing the merit system index for assessment in 2022.

The Acting Mayor (Plt) of the Mayor of Bandung, Yana Mulyana said, the assessment from the State Civil Apparatus Commission (KASN) in 2020 regarding the merit system in the City of Bandung received a score of 332.5.

Previously, Yana said, the Bandung City Government conducted an independent assessment of the merit system in the Bandung City environment on December 27, 2021. As a result, the Bandung City Government received a score of 365.5.

"Then, verification was carried out by the KASN team, and it turns out that the results are not much different, namely 332.5," Yana said in an evaluation meeting with all regional heads throughout Indonesia and KASN, Monday, February 14, 2022.

"God willing, we will continue to strive to make improvements in all aspects of implementing the merit system in the management of the state civil apparatus in our environment. For that we continue to ask for guidance from KASN so that we can continue to improve this good performance," he said.

The election of the Bandung City Government as the region that received the best category, Commissioner of KASN, Mustari Irawan hopes that the City of Bandung can become a benchmark to motivate other regions.

That way, fraudulent acts in holding the mandate of ASN positions or positions in all agencies can be overcome.

"Hopefully the City of Bandung can become a benchmark for other regions in developing their ASN performance. So that there are no more elements such as black campaigns or KKN (corruption, collusion, and nepotism)," said Mustari.

Through this merit system, Mustari added, the determination of ASN positions or positions will be in accordance with their competencies and abilities. Especially also supported by knowledge management programs.

"ASN will be tested for competence and ability in accordance with the merit system through knowledge management. Then, based on the results of the assessment, we will map the position of this ASN to agencies that need it," he explained.

That way, the career path of ASN can be more measurable and directed, even up to the retirement process.

Responding to the evaluation of the merit system assessment, Head of the Bandung City Personnel and Human Resources Development Agency (BKPSDM), Adi Junjunan Mustafa said the ASN merit system was very helpful in assessing the performance of ASN in all Bandung city government agencies.

"In the ASN Law No. 5 of 2014, one of which states that ASN management must be carried out based on a merit system. retired ASN," said Adi.

According to Adi, through the merit system, the assessment of ASN's competence and performance will be purer. This is because the assessment will be re-verified by an external party, namely KASN as the supervisor of this merit system.

"It should not be based on other aspects, such as proximity, political affiliation, gender, ethnicity, and others. Because 2020 we get a very good category, the assessment is carried out once in two years," he said.

"The first assessment will be in the first semester of 2020, then this second assessment will be carried out in the first semester of 2022," Adi continued. (din)**
