Maximize Public Service, Bandung City Government Adopts Badung Regency MPP

Currently, the transformation of public services is leading to the centralization of services through the One Stop Integrated Service (PTSP). Public services from government agencies both vertically and horizontally are also integrated through the Public Service Mall (MPP).

For this, the Bandung City Government (Pemkot) conducted a copy study to the Badung Regency Government, Bali Province, Friday July 1 2022.

"Alhamdulillah, it turns out that we can get a lot. We can imitate and modify the Bandung City MPP which has just been built in 2020," said Mayor of Bandung, Yana Mulyana.

According to Yana, the presence of MPP facilitates, speeds up, and can reduce interactions so as to create a zone of integrity.

"It turned out to be extraordinary. People who will receive services at MPP also have to sign an Integrity Pact from the service provider (Government)," he said.

He said, there are several other things that will be adopted in order to optimize services at the Bandung City MPP in order to achieve maximum public services.

"Hopefully this is one of the things that we will implement in the MPP. Including earlier there are also some things that we will further perfect the MPP of Bandung City. To give the best benefit to the people of Bandung," Yana explained.

According to him, with the signing of the Integrity Pact by two parties, both recipients and service providers can minimize gratification actions that have the potential to harm the state.

"We provide services, we must make an Integrity Pact, but if the service recipient does not carry out the facts of integrity, it may be (gratuity) because there is an imbalance," he said.

"So, we are not only service providers, but service recipients must also carry out the facts of integrity so that we cannot tempt (gratification)," added Yana.

It should be noted that one thing that stands out the most is the application of the fact of integrity that is applied to both parties. Both the government as the service provider and the community as the service recipient.

The Integrity Pact is a rule, one of which is contained in the Regulation of the Minister for Administrative Reform and Bureaucratic Reform Number 49 of 2011.

Primarily, this regulation aims to minimize acts of gratification in managing permits and other needs involving the government.

Badung Regency is one of the regencies in Indonesia that has an MPP having its address at Sempidi, Mengwi, Badung Regency, Bali Province as the best MPP in Indonesia which was recognized by the Minister of Home Affairs when he made a visit in January 2022.

To note, in this replica study, the Mayor of Bandung, Yana Mulyana, was invited to tour the Head of the Badung Regency DPMTPSP Service, I Made Agus Aryawan, to review public services at the location.

This third MPP in Bali provides 121 types of services provided by 24 government agencies, BUMD/N and private. These services include licensing services, passports, driving licenses, BPJS, taxation, land affairs, prosecutors, ticketing services from Garuda Indonesia, banking from BRI, and others.

In addition, the MPP of Badung Regency has several times received awards as the best public service, one of which is from MarkPlus, Inc. in the form of the Public Service Award of The Yaer Bali 2020.

Currently, the City of Bandung has 2 MPP outlets that can serve 26 licensing needs and are located on Jalan Cianjur for the downtown area and MPP Summarecon to serve requests in the eastern area of ​​Bandung City.
